That's a bit more challenging. If Ursula finds the shield at 19, and the age of majority is 18, then everything is fine. But if it's 21 then she's still 2 years from adulthood. That means, among other things, she can't be knighted yet. They're already skating the edge of propriety by skipping the vigil and all, but there are battlefield precedents for that -- in essence, allowing the test of the shield itself to stand as proof of her worthiness. Then you've got two years to kill before she could hold the throne on her own, and having a regent would be a nightmare.
